Microsoft today officially confirmed that both Windows 8.1 and Windows RT 8.1 is now in RTM stage, so they have started releasing Windows 8.1 and Windows RT 8.1 to all their hardware partners. Microsoft also confirmed that we will be able to get the final bits of Windows 8.1 only on October 18th. In the past, the release to manufacturing (RTM) milestone traditionally meant that the software was ready for broader customer use.
